The Devon Affordable Warmth Strategy

All ten local authorities including Plymouth and Torbay are committed to improving access to affordable warmth for all residents. The local authorities signed up to the Devon Affordable Warmth strategy which was initiated in April 2003 and developed in consultation with key stakeholders from across the county. Linda Gilroy, MP launched the finalised strategy including an action plan in January 2004. It identifies key aims and objectives with time-scales, targets and details of partners involved and provides the framework and commitment for future action. The implementation of this strategy will contribute towards wider objectives of sustainable development, social inclusion, health equalities and an overall improvement in the quality of life for people in Devon. This strategy is not a static document but more a flexible framework for ensuring that action is achieved in Devon to eradicate fuel poverty.

Overall aim

To improve the energy efficiency of homes in Devon and ensure affordable warmth for all.

Key Aims

To establish a co-ordinating mechanism to oversee the development and delivery of the strategy.

To provide affordable warmth by improving the energy efficiency of homes in Devon.

To provide effective energy efficiency services that reach the most vulnerable members in the community.

To maximise income and ensure uptake of benefits and grants by households.

To ensure residents of Devon have access to an affordable fuel supply.

Steering Group

The delivery of affordable warmth relies on the contribution and commitment of all key stakeholders across health, social, voluntary and local authority sector. After the strategy’s launch the Devon AWS Steering Group was formed to oversee its delivery with support and participation from the Devon HECA Forum, housing associations, fuel supplier, social services, health authorities, the Local Energy Support Team and the Devon Affordable Warmth Officer. In September 2005, the group decided to merge into the DSEN Domestic Energy & Health subgroup to avoid duplication and strengthen the partnership approach by engaging with a wider range of stakeholders. This group will in future take ownership of the Devon Affordable Warmth Strategy and oversee the delivery of affordable warmth to all households in Devon.
