Introductions and Apologies

GH welcomed everyone to the meeting and round the table introductions were made.

Minutes of Last Meeting

The minutes of the last meeting were reviewed and agreed to be an accurate representation of the discussions.

Matters Arising

FS reported that she had attended the Devon Planning Officers Society meeting shortly after the last meeting. A planner is to be nominated to be involved with DSEN.

GH initiated a review of the action plan for this sub group. Each action point from objectives 1 & 2 was discussed and updated by members from around the table. Please see attached revised action plan for further details of the review (amendments / additions are in bold).

In addition to the amendments of the action plan, several actions were decided upon to be completed by the next meeting:

Action (1.5): Simple “factsheet” to be developed for voluntary groups by JN / ME and also credit cards / sticker with the EEAC phone number on to be investigated.

Action (1.6): GB pointed out that EE should be included in LDP’s of Devon PCT’s. ?? to investigate what is being done so far.

Action (2.1): On the theme of emergency heating provision it was discussed that social services and Age Concern don’t have a spare supply and that it would be difficult as they need to be regularly safety checked. FS to contact Claire Miller to discuss further.

Action (2.4): Following discussion of the problems for “unable to pay” householders who are reliant on EAGA it was decided ?? would monitor lead times of various schemes and campaign for shorter lead times.

Feedback from DSEN Steering Group Meeting on 2nd September

FS fed back details of the steering group meeting – please see minutes attached for details.

FS advised that the DSEN website will be up and running within a few weeks and that this group will have its own page. The group may include what it wishes on this page. ME requested that the affordable warmth update is included here.

Action: Group to consider what would be included on their web page.

Revised Terms of Reference and Aims and Objectives

The group scrutinised the proposed aims and objectives and terms of reference and gave some feedback. This has been included on the attached document.

Action: Any further feedback regarding these documents to be returned to JN by November 5th 2005 at the latest.

Affordable Warmth update – Martin Eibl

ME discussed the aims and objectives of the Devon Affordable Warmth Strategy and identified overlaps between this and the A&O of this sub group. He also advised an Affordable Warmth Action Day is planned for 2nd December 05 at Newton Abbot Racecourse – details to be disseminated to DSEN nearer the time.

ME advised the AW steering group has now merged with this group and recommended that the action plan for the Devon AW strategy be merged with that of this group. He also discussed the numerous projects that have come out of affordable warmth – please see details attached with minutes of the last AW steering group meeting.

Annual Conference

FS advised an annual conference is planned for Feb – March 2006 and asked for the sub groups input into the content of the conference.

GH suggested it would be an excellent networking opportunity and a chance for groups to show what has been done so far. Other suggestions included having an exhibition, inviting a speaker from Oak Meadow or another local exemplar project, having a section on innovations e.g. windsafe, and the use of Roadford Lake Dam as a venue.

Action: All sub group chairs to have a telephone conference with FS and JN to finalise ideas.

News and Upcoming Events

GH announced the Devon EEAC had won most improved at the National Awards this year.

ME advised the next SW fuel poverty forum is to take place on November 8th at Larkbere House in Exeter – contact martin.eibl@nea.org.uk for more information.

GH informed the group that GOSW, the RDA, RA and REGEN SW have secured funding to develop a regional energy efficiency strategy.

JN advised there are some events coming up which may be of interest to this group or to their colleagues; BRE / EST are holding a seminar on building regs part L on November 22nd in Exeter and the Carbon Trust are running free training in energy management sessions on November 2nd. Details of these have already been sent to DSEN but if you require another copy of the details please contact jo@devon-energy-advice.co.uk

KS suggested that as ME was reporting on the Devon AW strategy, that CA should report on the Plymouth AW strategy; CA advised that recently 20,000 flu jab flyers have gone out with the EEAC contact details on, plus 20,000 EEAC branded appointment cards for doctors surgeries.

Action: Plymouth Affordable Warmth update to be included on the next meetings agenda.

PR reported that the HECA group, although attending this meeting, will continue to hold their own meetings outside of DSEN.

Action: HECA update also to be included on next agenda.
