Plymouth City Council developed and published its Affordable Warmth Strategy in November 2003. Improving the quality of lives is a key priority of the Council. Ensuring affordable warmth is available to all, especially our most vulnerable residents, will help to achieve this aim.

This strategy has been developed in conjunction with the local community and is evidence of our commitment to the eradication of fuel poverty and the suffering it can bring. It also demonstrates how a number of different agencies can work together to solve a problem which no individual organisation could tackle by itself. Fuel poverty is not solely related to general poverty but is a social, economic, health and

environmental issue. This strategy and action plan will help by bringing agencies together to promote grants for insulation and heating, give advice on cutting fuel bills and saving energy, and help people to access grants and benefits. Plymouth’s Strategy will work within the overall aims and targets of the Devon Affordable Warmth Strategy which has been developed jointly by all the Devon Local Authorities.
