Review of Make Up of Sub Group
It was agreed the turnout to this meeting was disappointing and several names were given as possible attendees, including Annette Williams (DDS procurement) and the Devon Sustainability Manager. Out of 11 authorities only 3 were represented, and it was agreed active support from the other authorities was needed
ACTION: AS to provide name of Devon sustainability manager and FS/JN to contact AW. JN also to contact non attending authorities to encourage participation, via letter to chief executive and members who signed the Devon Declaration on Climate Change and Fuel Poverty.
It was also agreed that the presence of planners would be advantageous.
ACTION: FS to encourage planners attendance at Devon planning officers meeting 25.06.05

The chair of this sub group will be Andy Seaman
Sub Group Action Plan
The group decided clarification of the aim of this sub group was needed, however it was noted that this is difficult to achieve when not all LA’s and other public sector representatives were present. A discussion ensued and the final outcome was that the group would concentrate initially on public sector buildings, particularly the energy being used in LA’s own buildings, new builds and how LA’s can deliver this through influencing local policy and development, and by the demonstration of good practice. It was agreed that the group would create a response to the Regional Spatial Strategy when the first draft comes out in September. The timescale for completion of this will be October, and the next meeting will focus on collating this response.
It was also suggested that in order to enable the group to identify quick wins, it may be useful to have a representative from the Cornwall Sustainable Energy Partnership public sector sub group at the next meeting to outline where their successes have been.
ACTION: FS to invite Cornwall Sustainable Energy Partnership public sector sub group chair to next meeting
It was suggested that baseline data regarding energy consumption by different authorities may be useful in order to produce a league table, with possible rewards for good practice. A proposal of how to achieve this was to send out a DSEN survey to all authorities.
ACTION: JN to include DSEN survey with attendance requests to authorities. This will include the following questions:
1) What is the overall LA’s energy consumption?
2) Does the LA have a sustainable energy action plan?
3) Does the LA procure green electricity?
Other points of the action plan were reviewed and discussed, including changing behaviours in local authority buildings via training at induction, and developing a template for an energy strategy.
ACTION: JM to develop a template
